Can the cop look through my garbage?

Yes. The U.S. Supreme Court decided this issue saying, in essence, that once papers, and other garbage have been thrown into a trash receptacle, it was considered "abandoned" property, and anyone, including governmental agencies, may claim ownership. If there's anything you don't want to come back and bite you, invest in a shredder. It may however, depend on whether the garbage has already been collected by the garbage collectors and merged with the mass of everyone's trash.
