Once a factual innocence order is signed, do I then tell prospective employers that I was arrested but it was expunged?

No. You tell them the arrest never happened. The law allows that. And there will be no record anywhere to contradict you. This is the most comprehensive scheme of "expungement" available, and it is intended to obliterate as much as humanly possible, any record of the false arrest/charge.
